Le d\u00e9partement de la s\u00e9curit\u00e9 int\u00e9rieure (DHS) met fortement l’accent sur la conservation et la gestion appropri\u00e9e des produits chimiques<\/a> dans les installations am\u00e9ricaines. \u00c9tant donn\u00e9 que ces installations fonctionnent dans un r\u00e9seau mondial de fabrication, de distribution et de stockage de ces produits chimiques, le DHS stipule des r\u00e8gles de s\u00fbret\u00e9 et de s\u00e9curit\u00e9 qui garantissent<\/a> que les produits chimiques dangereux ou dangereux restent \u00e0 l’\u00e9cart de ceux qui les utiliseraient \u00e0 mauvais escient. Pour faciliter ces notions dans la pratique, les normes antiterroristes des installations chimiques (CFATS) ont \u00e9t\u00e9 \u00e9labor\u00e9es afin que les installations chimiques puissent respecter les mesures de conformit\u00e9 en mati\u00e8re de s\u00e9curit\u00e9.<\/p> \r\n

La r\u00e9glementation CFATS \u00e9value les installations sur la base d’un programme dynamique \u00e0 plusieurs niveaux pour identifier les installations chimiques \u00e0 haut risque.<\/a> Une installation est consid\u00e9r\u00e9e \u00e0 haut risque selon son inventaire ou son inventaire potentiel de produits chimiques d’int\u00e9r\u00eat (COI). Il y a plus de 300 COI avec des quantit\u00e9s de seuil de criblage respectives (STQ) qui sont class\u00e9s sous trois principales pr\u00e9occupations de s\u00e9curit\u00e9 pour le DHS:<\/strong> \u2022 Rejet<\/strong>: produits chimiques ou mat\u00e9riaux toxiques, inflammables ou explosifs qui peuvent \u00eatre rejet\u00e9s dans une installation.\u2022Vol ou d\u00e9tournement<\/strong>: produits chimiques ou mat\u00e9riaux qui, s’ils sont vol\u00e9s ou d\u00e9tourn\u00e9s, peuvent \u00eatre convertis en armes en utilisant une chimie, un \u00e9quipement ou des techniques simples.\u2022 Sabotage<\/strong>: produits chimiques ou mat\u00e9riaux qui peuvent \u00eatre m\u00e9lang\u00e9s avec des mat\u00e9riaux facilement disponibles.<\/p> \r\n

Les installations chimiques doivent se conformer \u00e0 la r\u00e9glementation CFATS et soumettre des rapports sur leurs inventaires chimiques et les COI. La Division de la conformit\u00e9 de la s\u00e9curit\u00e9 des infrastructures (ISCD) m\u00e8ne des audits, des examens et des approbations<\/a> de toutes les installations chimiques qui d\u00e9tiennent des COI pour s’assurer que leurs plans de s\u00e9curit\u00e9 et la gestion des produits chimiques sont conformes aux normes r\u00e9glementaires. Les installations avec des COI se verront attribuer un niveau de risque \u00e9lev\u00e9 (1 \u00e0 4, 1 \u00e9tant le risque le plus \u00e9lev\u00e9), et toutes les installations avec des COI doivent soumettre des rapports chimiques DHS, conform\u00e9ment aux politiques f\u00e9d\u00e9rales et \u00e9tatiques.<\/p> \r\n

Les programmes r\u00e9glementaires du D\u00e9partement de la s\u00e9curit\u00e9 int\u00e9rieure (DHS) sont fr\u00e9quemment mis \u00e0 jour, il est donc imp\u00e9ratif que les installations chimiques s’occupent de tout changement qui pourrait \u00eatre en vigueur. Le maintien d’un niveau \u00e9lev\u00e9 d’adh\u00e9sion aux conformit\u00e9sr\u00e9glementaires dans une installation chimique<\/a> aide \u00e0 prot\u00e9ger les int\u00e9r\u00eats nationaux et les op\u00e9rations de l’installation gr\u00e2ce \u00e0 la r\u00e9duction des risques de s\u00fbret\u00e9 et de s\u00e9curit\u00e9.<\/p> \r\n

Avec le logiciel EMS de Chemical Safety, les installations chimiques peuvent g\u00e9rerefficacement leurs stocks en vertu<\/a> du DHS et d\u2019autres obligations r\u00e9glementaires. Pour les installations fonctionnant avec des COI, le module EMS Facility propose \u00e0 ses clients des formats de reporting DHS, afin de se conformer au CFATS<\/a>et aux autres programmes r\u00e9glementaires.<\/p> \r\n

La tenue de registres diligents du cycle de vie des produits chimiques<\/a>, le suivi des permis, les rapports r\u00e9glementaires appropri\u00e9s et l\u2019\u00e9tiquetage SGH, entre autres processus de l\u2019usine, sont tous essentiels \u00e0 la s\u00fbret\u00e9 et \u00e0 la s\u00e9curit\u00e9 des op\u00e9rations d\u2019une installation chimique. La s\u00e9curit\u00e9 chimique fournit \u00e0 ses clients des fonctionnalit\u00e9s de s\u00e9curit\u00e9 et de conformit\u00e9 des installations pour les audits et les inspections, ainsi qu’une pl\u00e9thore de solutions logicielles suppl\u00e9mentaires, afin que leurs installations chimiques fonctionnent aussi efficacement que possible.<\/p> \r\n
